CITY OF TWIN FALLS NOTICE OF PUBLIC HEARING AND COMMENT PERIOD FOR THE 2022 ANNUAL ACTION PLAN AND SUBSTANTIAL AMENDMENTS TO THE 2020-2024 CONSOLIDATED PLAN AND 2020 AND 2021 ANNUAL ACTION PLANS 2022 Annual Action Plan The City of Twin Falls invites members of the public to review and offer comments on its draft 2022 Annual Action Plan for the Community Development Block Grant (CDBG) program. The City previously prepared a 2020-2024 Five-Year Consolidated Plan that identified priority community development and affordable housing needs in Twin Falls and outlined a strategy for the use of CDBG funds to address them. The Annual Action Plan identifies the specific projects the City will undertake using CDBG funds during the 2022 program year (October 1, 2022 through September 30, 2023). This plan is required by the U.S. Department of Housing and Urban Development (HUD) for the City to receive federal money through the CDBG program. Twin Falls will receive $340,340 in CDBG funding for its 2022 program year. A summary of how the City proposes to use the funds is provided below. PY 2022 Community Development Block Grant Budget 1. Sidewalk and ADA Accessibility Improvements $72,272 2. City Park Upgrades $200,000 3. Program Administration $68,068 Total CDBG Budget $340,340 Substantial Amendment to the 2020-2024 Consolidated Plan and 2020 and 2021 Annual Action Plan The City of Twin Falls also invites members of the public to review and offer comments on draft amendments to its 2020-2024 Five-Year Consolidated Plan, 2020 Annual Action Plan, and 2021 Annual Action Plan. Through these amendments, the City proposes to make changes to the projects to be funded using CDBG funds from the 2020 and 2021 program years. A summary of how the City now proposes to use those funds is provided below. PY 2020 Community Development Block Grant Budget 1. Sidewalk and ADA Accessibility Improvements (CDBG) $47,718 2. City Park Upgrades (CDBG) $225,000 3. Program Administration (CDBG and CDBG-CV) $148,860 4. COVID-19 Response – Public Facilities and Infrastructure (CDBG-CV) $322,726 Total CDBG Budget $340,897 Total CDBG-CV Budget $403,407 PY 2021 Community Development Block Grant Budget 1. Sidewalk and ADA Accessibility Improvements $64,432 2. City Park Upgrades $225,000 3. Program Administration $72,358 Total CDBG Budget $361,790 Public Review Period The 2022 Annual Action Plan and the Substantial Amendments to the 2020-2024 Consolidated Plan, 2020 Annual Action Plan, and 2021 Annual Action Plan will be available for public review and comment for a 30-day period from Wednesday, June 22 to Friday, July 22, 2022. The documents can be viewed or downloaded from the CDBG page on the City Manager website at: https://www.tfid.org/761/Community-Development-Block-Grants. Public Hearing The City will hold a public hearing to present information from the Consolidated Plan, Annual Action Plan, Citizen Participation Plan, and Analysis of Impediments and to receive comments from the public regarding the draft. Twin Falls will hold an online meeting open to the public on Monday, July 25, at 6 PM at Council Chambers, 203 Main Avenue East, Twin Falls. To Make Comments A 30-day public comment period on the drafts will be provided through from Wednesday, June 22 to Friday, July 22, 2022. Comments concerning the plans can be submitted to the City in writing by Noon on Monday, July 25, 2022. Comments may be made online at https://forms.tfid.org/Forms/CouncilComments, by email to Ian Zollinger, City Planner, at izollinger@tfid.org, or by mail to City of Twin Falls Planning and Zoning Department, 203 Main Avenue East, Twin Falls, ID 83301. Alternatively, comments may be made orally at the public hearing described above. All comments received will be included with the Plan in submission to HUD. Following the public comment period, the Consolidated Plan and Annual Action Plan will go before City Council for approval prior to submission to HUD.
